Film Commissioner
Under general supervision of the Assistant General Manager, the Film & Creative Industries Commissioner will develop and promote the creative industries so that they can continue to grow, flourish and broadcast the Greater El Paso Region to the world.
The Commissioner will manage, direct and coordinate activities and operations of the El Paso Film & Creative Industries Commission by promoting the development and use of resources, services and locations of the city and county of El Paso. Responsible for positioning El Paso as a premier location for motion pictures, television shows (that include series, specials and movies), commercials, documentaries, still photography shoots, music videos, and industrial and corporate or military productions.
ESSENTIAL DUTIES AND RESPONSIBILITIES

• Perform planning, development and marketing work to support and increase the film, television and multimedia production and other creative industry growth in El Paso.
• Develop and maintain productive relationships with studio and independent film producers, commercial producers, production companies, TV networks, streaming services, documentary and other media makers encouraging them to produce their projects in El Paso.
• Photograph, update and manage information on area locations for consideration by production company location managers.
• Work with filmmakers from initial inquiry until conclusion of production; troubleshoot as needed.
• Research, recommend and provide production companies with potential locations for specific film projects to determine their physical layout, compatibility with script needs, and location proximity, location photos and availability of technical crews, talent, equipment rental, and hotel accommodations to production companies.
• Conduct location scouts with producers, directors, location managers, production designers and other production personnel and research, organize and arrange for all requests regarding hotels, location appointments, etc.
• Represent El Paso’s film and creative industries to the press and at marketing events, conferences and festivals.
• Make presentations to industry and civic groups about the Film & Creative Industries Commission and the economic importance of the industry.
• Plan and oversee implementation of goals and objectives; recommend and administer policies and procedures.
• Update and manage all department social media channels.
• Maintain a database (CRM) for leads, client records, production resources, vendors, projects and monthly reporting.
• Create annual marketing and advertising plan; annual update of film production database.
• Prepare annual budget, division reports and work plan to include directing the forecast of funds needed for staffing, equipment, materials and supplies; assign work activities, projects and programs; monitor workflow; review and evaluate work projects, methods and procedures.
• Produce monthly, quarterly and annual activity and productivity reports against goals and benchmarks for the department including estimated production spending, shoot days, # of permits issued, inquiries.
• Maintain relationships with city, county, state and federal agencies to secure filming requirements. Interact with government agencies on a national, state and local level as well as maintaining an unbiased relationship with hotels, facilities/venues and industry individuals and companies.
• Maintain a relationship/membership with the State Film Commission and American Film Commissioners International, as well as networking with other Film commissions and industry associations.
• Maintain El Paso’s “Music Friendly Community” certification with Texas Music Office.
• Develop a mission statement, bylaws and goals for the program as well as recruit and form an advisory board with community members that will advise and guide initiatives for the local music industry.
• Create and maintain an El Paso music industry directory (to include education, entertainment venues, musicians, equipment etc.).
• Create annual events that engage local crew and further the goals and mission of the Commission.
QUALIFICATIONS
• Proficient in basic photography and photo editing/management.
• Knowledge of industry resources and key industry contacts.
• Knowledge of budget preparation and administration.
• Knowledge of Union and film industry general rules and regulations.
• Knowledge of Motion picture production industry and the production process including specific needs and practices.
• Experience in principles and techniques of supervision, training and performance evaluation able to select, supervise, train and evaluate assigned staff.
• Computer proficient, able to stay abreast of new trends and innovations in the film, television, video and multimedia industries.
• Knowledge of pertinent Federal, State and local laws, incentives, codes and regulations with ability to interpret and apply those regulations if needed.
• Extensive location knowledge of El Paso and surrounding areas and ability to apply that to the client’s needs.
• Strong written and oral communication skills, including public speaking skills.
• Management of a schedule that often requires evening and weekend commitments.
• Ability to travel as required.
• Must have a valid Class C Texas Driver’s License.
EDUCATION AND WORK EXPERIENCE
• 4-year college degree or equivalent to a bachelor’s degree from an accredited college or university with major course work in radio-television-film, communications, broadcast media, business administration, liberal arts, fine arts or a related field. Commensurate work history, especially with another film commission, will be considered equivalent.
• Significant professional experience in the film and television production industry with emphasis on production and/or location management, including four years of administrative and supervisory responsibility.
• Experience in public relations, advertising, media production or a related field, including experience in the motion picture industry and a bachelor’s degree in public relations, journalism, advertising or a related field.
• Equivalent combination of education and experience.
PHYSICAL DEMANDS
• Position requires sitting and standing for long periods of time.
• Must be able to lift a approximately 40 lbs.
• Daily sitting, focusing on and operating a personal computer or terminal keyboard to enter data for average of 60 minutes at a time.
• Ability to read printed words and numbers in printed form and on computer/terminal monitor.
WORKING ENVIRONMENT/CONDITIONS
This position is within an office environment, however, requires in and out of doors several times a day.
